The Advisory Council of Rwamagana District has approved nearly Rwf2.97 billion to compensate and relocate residents whose properties will be affected by the construction of the road linking Masaka to the new international airport under construction in Bugesera.

The road project falls under the Kigali Logistics Connectivity Development Project, which aims to improve the movement of people and goods between Kigali and the upcoming Bugesera International Airport.
According to resolutions adopted during an extraordinary council meeting held on May 1, 2026, the expropriation process has been accelerated following the approval of both the compensation budget and the validated list of affected residents.
The planned road will pass through several parts of Rwamagana District, particularly in Nyakaliro Sector, covering an estimated stretch of 13 kilometres. Authorities confirmed that about 683 properties will be affected by the infrastructure project.
Officials in Rwamagana say the road is expected to significantly boost trade, improve transport connectivity, and accelerate infrastructure development, especially in areas located near the corridor.
Speaking about the project, Richards Rwamunono Kagabo, the Vice Mayor in charge of Economic Development, said the road will mainly pass through the Masaka urban zone and that affected residents will be compensated in accordance with laws governing expropriation in the public interest.
The project is financed by the World Bank through the International Development Association (IDA), with the total investment estimated at more than $100 million, equivalent to over Rwf150 billion.
Analysts believe the Masaka–Bugesera Airport road will play a key role in reducing travel time between Kigali and the new airport while strengthening Rwanda’s logistics, transport, and international trade capacity.
