A major shift is coming to Rwanda’s commercial landscape as French developer Groupe Duval partners with Coopérative U to launch at least 10 retail outlets nationwide over the next five years. Anchored by the massive $27,000$-square-meter Inzovu Mall in Kigali, this strategic move signals a massive boom for the local construction sector, real estate development, and supply chain infrastructure.

The Rwandan construction and commercial real estate sectors are bracing for a significant surge in activity. Groupe Duval, the visionary developer behind Kigali’s highly anticipated Inzovu Mall, has officially signed a strategic partnership with French retail giant Coopérative U. Together, they have committed to a bold five-year roadmap: opening 10 supermarket and hypermarket outlets across various Rwandan cities.
At the heart of this expansion is Inzovu Mall in Kimihurura. Currently under construction at the former Ministry of Justice site, this $27,000$-square-meter mixed-use masterpiece is set to become Kigali’s largest shopping and leisure destination.
For construction stakeholders, Inzovu Mall is more than just a retail space—it is a sophisticated hub featuring:
A U Express flagship store (opening early 2026).
A luxury four-star Odalys hotel.
Premium business centers and modern office spaces.
Extensive retail and leisure facilities.
This partnership isn't just about retail; it's a massive win for the built environment. A 10-store rollout across multiple cities means a sustained demand for:
High-End Fit-Outs: Specialized retail construction and interior engineering.
Urban Development: New commercial anchors in secondary cities, driving surrounding infrastructure growth.
Local Expertise: The project emphasizes recruiting and training local talent, creating over 500 direct jobs and fostering a more skilled construction workforce.
"Inzovu Mall reflects our vision: to invest with and for the communities, creating shared value," says Louis-Victor Duval, CEO of Groupe Duval.
By integrating the "U" brand—which already operates in 10 other African markets—into Rwanda, the partners aim to strengthen local agricultural value chains and provide affordable, high-quality products to the growing Rwandan middle class.
With the first U Express scheduled to open its doors in early 2026, the "U" brand’s entry marks a new era of retail sophistication in Rwanda. For developers, contractors, and suppliers, the message is clear: the demand for modern, high-standard retail infrastructure is only going up.
