The skyline of Kacyiru, one of Kigali's most prominent sectors, is in the midst of a dramatic transformation. At the center of this evolution is the Ramba Hills project, a flagship $80 million (approx. 115 billion RWF) mixed-use development designed to set a new benchmark for urban living in Rwanda. Launched in late 2025, the project is a manifestation of Rwanda’s Vision 2050, aiming to harmonize luxury residential communities with state-of-the-art office spaces and comprehensive retail facilities. While the architectural concept is breathtaking, the true story of Ramba Hills lies in the collaborative effort of the key companies and government bodies that are turning this blueprint into a vertical reality.
Here is an in-depth look at the primary entities implementing this monumental construction project.
The vision for Ramba Hills originates with Ramba Real Estate Ltd., which serves as the primary developer and owner of the project.
Ramba Real Estate is a wholly owned subsidiary of Investment Africa Holdings Ltd., an investment group with a significant presence in Rwanda. The developer is not merely a passive investor; they are actively managing all critical phases of the four-year development timeline. This includes overseeing everything from initial planning and design coordination to the engineering management of the active site. The company's mandate extends beyond the construction phase, as they will be responsible for the long-term marketing, sales, and operations of the residential and commercial units upon completion.
Their commitment to the local economy is also visible in their operational strategy. For example, Ramba Real Estate has actively recruited locally for key technical roles, such as Site Engineers, drawing talent from Rwandan institutions like the University of Rwanda and African Leadership University.
To execute the complex engineering and structural requirements of the high-rise project, Ramba Real Estate partnered with Zicheng United Construction Group as the Engineering, Procurement, and Construction (EPC) Contractor. The project is specifically managed through its localized subsidiary, Zicheng United International Rwanda Co., Ltd.
Zicheng United is an international comprehensive enterprise group with its core business in engineering construction. Its entry into the Rwandan market as the primary contractor for Ramba Hills signifies a high level of confidence in the project's success. As the EPC general contractor, Zicheng United holds a single contract with the developer, making them uniquely responsible for the entire project life cycle on-site:
Engineering: Detailing the final design to meet functional specifications.
Procurement: Acquiring all necessary materials and equipment (from heavy cranes to finishing steel) on an international scale.
Construction: Managing the on-site labor force, equipment, and actual building operations.
The company’s focus on high-standard construction and refined management was emphasized in January 2026, when they hosted an inspection by the Mayor of Kigali to demonstrate their commitment to the set timeline and strict quality control measures.
While not a construction firm, the Rwanda Development Board (RDB) is the critical government partner ensuring the project’s successful implementation.
CEO Jean-Guy Afrika officially launched the construction works on August 25, 2025, during a high-profile groundbreaking ceremony. The RDB’s involvement is strategic rather than operational. The board provided the regulatory framework, investment facilitation, and administrative support necessary to greenlight a project of this scale. For the RDB, Ramba Hills represents a vital private-sector contribution to the country's economic strategy. They have committed to supporting the project throughout its lifespan to ensure it aligns with the government’s goal of creating modern, sustainable, and planned cities in line with the Second National Strategy for Transformation (NST2).
The collaboration between a well-capitalized developer (Ramba Real Estate Ltd.) and a technically sophisticated international contractor (Zicheng United Construction Group), supported by a proactive government (RDB), has created powerful momentum.
The Ramba Hills project is more than just a cluster of towers; it is a catalyst for the construction industry in Kigali. It is pioneering high-standard EPC practices, providing high-value employment opportunities, and pushing the boundaries of what is possible in Rwandan urban design. As the project progresses toward its planned completion in 2029, these partners are quite literally building the future of Kigali, one floor at a time.
