Rwanda Social Security Board (RSSB) has officially unveiled HEZA Estate, a modern residential development located in Batsinda within Kinyinya Sector, as part of ongoing efforts to address Rwanda’s growing demand for quality urban housing.The new estate, currently nearing completion with construction estimated at around 90 percent, comprises 548 residential units designed to cater to middle-income earners, young professionals, families, and members of the Rwandan diaspora seeking modern and accessible housing options in Kigali.

HEZA Estate features a mix of apartments and townhouses developed with contemporary urban living standards in mind. The apartments are available in two-bedroom and three-bedroom configurations, arranged in four-storey blocks with two units per floor. The townhouse section offers two-bedroom and three-bedroom duplex homes, including select three-bedroom covered units.
According to project details released by RSSB, townhouse prices start from approximately Rwf 80 million for two-bedroom units and rise to about Rwf 117 million for three-bedroom homes. Apartment units range between Rwf 101 million and Rwf 111 million depending on size and configuration.
To facilitate home ownership, RSSB announced flexible installment payment plans and partnerships with financial institutions to provide mortgage financing at competitive rates.
Beyond housing, the estate has been planned as a fully integrated residential community equipped with social and recreational infrastructure. Facilities within the development include a nursery school, basketball and volleyball courts, landscaped gardens, family relaxation areas, commercial spaces, paved internal roads with street lighting, and dedicated parking spaces for residents.
Speaking about the project, Claudette Rubangura said the development was designed with the objective of providing middle-income Rwandans and diaspora families with sustainable and comfortable living environments.
“The HEZA Estate was built with a clear purpose — to give middle-income Rwandans, young professionals, families, and diaspora members a place they can truly call their own,” she stated.
She added that the project was designed to ensure residents have access to essential services and amenities within close proximity, including schools, shopping facilities, relaxation spaces, and secure living conditions.
“This is not just a housing project; it is a community designed around how people actually live,” she noted.
HEZA Estate forms part of RSSB’s broader real estate investment portfolio, which also includes the Vision City housing development project expected to deliver approximately 1,500 housing units.
The development aligns with Rwanda’s long-term urbanization and housing goals as the country continues to experience rapid population growth and increasing demand for affordable modern homes. Projections from housing sector stakeholders indicate that Rwanda could require at least 5.5 million housing units by 2050 to meet future demand.
